Sub-granting Application Scheme

The "River Basin Management & Transparency" project aims:

  • to strengthen CSO's capacities in order to increase their influence in the working process and outcomes of RBM plans in all stages of their development and implementation;
  • to strengthen CSOs capacities for involvement in characterisation of the River Basin Districts in Albania in particular for data collection, information and experiences sharing, identification of conflicts and establishing common understanding as well as for active involvement in development of the Programme of Measures;
  • to support CSO's advocacy work for improving public participation, information exchange, consultation, decision-making, creation of awareness and promotion of environmental issues related to development, update and implementation of RBM plans, and
  • to raise public awareness related to the key environmental issues and problems that affect the aquatic environment and the promote new ways to address them.

Тhe call for proposals within the frameworks of RBMT project, announced on 16.09.2019 is closed.
Based on the received applications and the results of the evaluation committee the contracting authority is canceling the call.
The call for proposals will be relaunched latest at 14.11.2019 (Thursday).
The overall objective of the River Basin Management and Transparency (RBMT) project funded by the European Union, and implemented by the Association for Sustainable Development Milieukontakt Macedonia (MKM), Institute of Collaboration for Integration and Development (ICID) and Institute for research in environment civil engineering (IECE) is to strengthen CSOs capacities for involvement in the process of development of River Basin Management plans in Albania and contribute toward wider public support of RBM Plans in Albania.
In that direction the Sub granting Scheme aims: to contribute toward strengthening of CSOs capacities for involvement in the process of development of River Basin Management plans in Albania as well as to contribute toward wider public support of RBM Plans.
We would like to call your attention to the following crucial application requirement: all proposed activities must be in line and contribute toward achievement of the overall, as well as specific objectives of the call for proposals set within the Guidelines for applicants.

Thirrja për projekt propozime do të rihapet jo më vonë se në daten 14.11.2019 (e Enjte).
Objektivi i përgjithshëm i projektit Menaxhimi i Baseneve Lumore dhe Transparenca (RBMT), i financuar nga Bashkimi Evropian, dhe implementuar nga Shoqata për Zhvillim të Qëndrueshëm Milieukontakt Maqedoni (MKM), Instituti i Bashkëpunimit për Integrim dhe Zhvillim (ICID) dhe Instituti për kërkime në mjedis dhe inxhinierine civile (IECE) është të forcojë kapacitetet e OShC-ve për përfshirjen në procesin e zhvillimit të planeve të menaxhimit të baseneve lumore në Shqipëri dhe të kontribuojë në drejtim të mbështetjes më të gjerë publike të Planeve të RBM në Shqipëri.
Në kete drejtim, Skema e granteve të vogla synon: të kontribuojë në forcimin e kapaciteteve të OSHC-ve për tu përfshire në procesin e zhvillimit të planeve të menaxhimit të baseneve lumore në Shqipëri, si dhe të kontribuojë në drejtim të mbështetjes më të gjerë publike të Planeve të RBM.

Questions and Answers

<<> 1. Can we include a public hearing of an organized focus group as part of our proposal activities?
a. Yes you can include this type of activity in your project proposal. But, first there’s the need to increase the capacities of the people who will attend the public hearing. And also, you need to be sure that you will implement that activity, within the 6 months’ period of your project implementation.

2. Is simulation of public hearing an option.
a. Yes, simulation is also an option for strengthening CSOs capacities.

3. What was the reason of the disqualification of ALL project proposals of the first call? Why didn't we receive an evaluation of our first proposals? Why was the call cancelled? It would help us improve our future proposal.
a. The Evaluation Committee broth the Decision to cancel the previous Call for Proposal, since none of the applications received within the Call did not met the minimum criteria to successfully pass the evaluation process.
b. In order to have an accurate project proposal the applicant must have a clear objective, and based on that objective organize the activities within the proposal in a logical flow. All activities undertaken should serve the overall objective, and it should be in line with the RBMT project primary objective. Also, applicants should pay particular attention to the project budget. The budget must be appropriately allocated to specific activities.

4. What should I improve in my application?
a. You should focus on details given within the Guideline for applicants.

5. Within the eligibility criteria, it is stated that the applicant should have previously implemented an international project. What is considered an “international project”?
a. A project is considered international when the donor / funder is a foreign institution or organization.

6. What if the financier is the World Bank but the agreement is signed with the Ministry of Environment as a subgrantee, does this qualify as an international project?
a. Please feel free to Email us your question and we will give you an official reply.

7. When are the awarded applications planned to start?
a. The project implementation should start right after the contracts are signed. We expect this to happen around the second week of February.

8. What activities should we undertake?
The main target group toward which the action should be directed are CSOs and not local or central institutions. You may have an activity, workshop including authorities (institutions) to get more information and facts from different stakeholders, but they should not be the main target group of the project. For example, municipalities may not be the main target group of your proposal and there may be no workshops or other activities aiming to build the capacity of the municipality or any other institution.

9. Is there any priority in river basin selection? Which river basin should we focus on?
No there are no priorities in selecting a specific river basin. But is also expected, that most probably CSOs will propose projects that will be implemented within the area they operate.

10. If we propose a model for simulating civil participation, Is this considered a successful project proposal? We think that in 6 months we can’t do more than awareness campaigns, capacity building of CSOs…
a. You should decide which activities you will undertake to build CSOs capacities in the best possible way.

11. Can studies be included as an activity within our proposal for this call?
a. The objective is to get the public more involved in decision-making. Studies are not funded because they do not include CSOs and don’t build their capacities, which is the overall objective of the RBMT project. Your proposal activities and objectives should be in line with the objectives set within the Guidelines.

12. Can I also apply to your second call with the same idea as in the first application, just making some changes to improve my project proposal?
a. Technically you can apply if you believe that you will make all necessary improvements of the proposal.

The "River Basin Management & Transparency" project aims:

Deadline for submission of project proposals: October 16, 2019 (17:00 Albanian time)

The overall indicative amount made available under this call for proposals is EUR 90000.

Size of grants: Any grant requested under this call for proposals must fall between the following minimum and maximum amount:

Minimum amount: 10,000 EUR
Maximum amount: 17,500 EUR
The anticipated breakdown of the sub-grants for this Call will be up to 9 projects financed.

The minimum/maximum duration of the action: 6 months
The actions MUST take place in Albania.

The applicant must submit/send the complete application form (Annex A –Application Form, Budget and Logical Framework) in a sealed envelope in one original and 2 copies in A4 size, each bound and signed.
Declaration by the Applicant must be stapled separately and enclosed in the envelope together with the supporting documents. The complete application form must also be supplied in electronic format (CDROM/USB) in a separate and single file (i.e. the application form must not be split into several different files). The electronic file must contain exactly the same application as the paper version enclosed.

Q&As emerged from the Info Session

Can local authorities be the main target group in my project proposal?
The target group must be in line with the overall objective stated under point 1.2 within the Guidelines for application which is: to contribute toward strengthening of CSOs capacities for involvement in the process of development of River Basin Management plans in Albania as well as to contribute toward wider public support of RBM Plans.

How many times can someone apply as a co-applicant?
As stated within the Guidelines: The applicants may not submit more than one (1) application under this call for proposals. The applicants may not be awarded more than one (1) grant under this call for proposals. The applicant may not be a co-applicant in another application at the same time. A co-applicant may not submit more than one (1) application under this Call for Proposals.

How many copies of application documents should I submit?
As stated under point 2.2.2 within the Guidelines for application the applicant must submit/send the complete application form (Annex A –Application Form, Budget and Logical Framework) in a sealed envelope in one original and 2 copies in A4 size, each bound and signed. Declaration by the Applicant must be stapled separately and enclosed in the envelope together with the supporting documents. The complete application form must also be supplied in electronic format (CDROM/USB) in a separate and single file (i.e. the application form must not be split into several different files). How applicants can ask questions when they have uncertainties and when?
As stated under point 2.2.4 within the Guidelines: Questions may in addition be sent by e-mail no later than 15 days before the deadline for the submission of applications to info@mkm.mk , indicating clearly the reference of the Call for Proposals
